Bartolo raps delos Santos for malpractice

AS City Information Officer Renato E. Bartolo faces charges of mismanagement, he is hitting back at City Administrator Leo delos Santos, charging the latter with malpractice.

Bartolo specifically cited the "anomalous" signing by delos Santos of the Performance Evaluation Sheet or PES of CIO plantilla personnel and for allegedly sitting on the P2-million budget of the office under the Annual Development Fund.

"He is not the head of office. He is not the direct supervisor. The City Information Office is under the Office of the City Mayor," Bartolo told reporters.

Bartolo said he had required his plantilla workers last week to submit their PES and gave them until today, September 20, to present the performance evaluation sheet.

To his dismay, the plantilla workers submitted their PES to delos Santos, a procedure which Bartolo described as "anomalous."

Bartolo also chided delos Santos for dilly-dallying on the P2-million CIO budget under the ADF, the reason why "the information development program was not implemented."

"The city administrator sat on it for a long, long time," Bartolo said.

Another reason cited by Bartolo why he has become discontented with delos Santos was the fact that until now delos Santos has not provided the CIO with a bigger office.

Bartolo's tirades against delos Santos came in the wake of the filing of a complaint against him for alleged mismanagement.

The complaint, signed by at least eight plantilla workers at CIO, was lodged before Davao City Mayor Rodrigo R. Duterte last September 16.

Bartolo's continued absence from the office was cited in the complaint. He was also accused of using a government-owned computer in his personal activities.

Bartolo hinted that delos Santos was behind the complaint he is facing right now.

"I have a feeling that they are being used. They are being used to hit me," Bartolo said on the eight workers who filed the complaint.

Is delos Santos behind the filing of the complaint?

"That's your guess. Probably, your guess is as good as mine. There is some sort of a misunderstanding between the city administrator and me," Bartolo shot back.

Also the subject of a complaint is Radzini Estomagulang, whom Bartolo designated as his assistant at the CIO.

Estomagulang was accused, among others, of using a government vehicle to fetch her children from school, making a questionable withdrawal of cash advances amounting to P120,000 and for allegedly conspiring with Bartolo to tamper his Daily Time Record.

Both Bartolo and Estomagulang vehemently denied the allegations.

"There should be an immediate investigation. When an allegation is made, those who made the allegation must be able to substantiate it otherwise it's nothing but black propaganda," Bartolo said.

"I have never used the vehicle for an unofficial purpose, much less used it to fetch my children," Estomagulang said in a separate interview.

"These are baseless allegations. The allegations are malicious and not grounded on facts," she added.

Estomagulang further said that she only made a cash advance of P10,000 and not P120,000 as contained in the complaint.

"It (cash advance) went through the process. It was liquidated," Estomagulang said.

Both Bartolo and Estomagulang said they will come up with a written answer on all the allegations and promised to provide the media copies of their justification.

"I have already prepared a written answer on the allegations," Bartolo said.

Estomagulang, in a clarificatory letter sent to media outlets, reiterated her innocence of all the allegations raised against her.

She said the annual budget proposal for the CIO was prepared by Joseph Garcia, the designated supply officer and one of the petitioners.

Estomagulang added that all departments had also been asked to realign their unspent funds under the maintenance and other operating expenses to avoid having them reverted.

In the complaint, Estomagulang was accused of causing a questionable alignment of CIO's unspent funds.

"May I say that the intrigues are all malicious, meant to discredit my performance in the organization and destroy my credibility for whatever reasons they only know. Thinking that because I am a woman, they could easily push me around and I will falter. They cannot. I will never allow them," Estomagulang said in her letter.

"I owe nothing to anyone but the people. I am beholden to no one but the public. As a civil servant, I will continue to discharge my duties and responsibilities to the best of my ability, in all honesty that people highly deserve of me," she added.

But she was not finished yet.

"It is unfortunate that these intrigues are being raised by some quarters, including some left-overs of the past administration, to destabilize the administration of Mayor Rodrigo R. Duterte in the implementation of vital programs and services for the people."
