VMs want seats in school board, bid committee
VICE Mayors from Mindanao are asking for more power as they pushed for an amendment to the Local Government Code of 1991.
The vice-mayors specifically sought to have subpoena powers and wanted a seat not only in the Local School Board but also in the Pre-Qualification Bid and Awards Committee (PBAC).
Davao Vice Mayor Luis C. Bonguyan said the recommendation was contained in the resolutions passed by the Vice Mayor's League of the Philippines during the recently-concluded 1st Island Mindanao Congress here.
Bonguyan said the vice mayors wanted to have not only subpoena powers for government officials and private persons to appear before the city council, but also an authority in getting documents vital to their function as local lawmakers, or "subpoena doces tecum" in legal parlance.
"As of now, we cannot compel executives to appear before us," Bonguyan said.
With regards to the Local School Board, Bonguyan said a councilor has authority over the vice mayor since under the law it is the chair of the committee on education who sits as member of the LSB.
"When somebody asks me about the LSB I have to refer him or her to the chair of the education committee. The vice mayors want to be the vice chair or at least have a seat in the LSB," Bonguyan said.
