Artica, world's biggest goat house: Lumain

COUNCILOR Liborio Lumain Monday described the unfinished Artica Sports Complex as the "biggest goat house in the world."

Guesting in Monday's Kapehan sa Dabaw, Lumain, who chairs the council committee on government enterprises and privatization, said his proposal seeking the completion of the unfinished Artica Sports Complex was meant to draw reaction from the public and find out if Mayor Rodrigo Duterte will agree to its privatization.

Lumain said the completion of the sports complex may not be the priority of the city mayor, but attention must be given to the fact that the city government is losing about P9 million a year from interest payments alone.

He said in the last three years, the city government has absorbed losses amounting to about P27 million without getting anything in return.

Lumain said if the sports complex is privatized and sold to interested parties, it could be turned into income-earning projects where sports activities, concerts, cockfighting and others could be held.

Lumain also said the city can earn dollars, help the hotel industry and attract tourists from its privatization.

Lumain said his ideas are practical and aimed at helping the city and its constituents.

The city, he said, can even sell the PTA grounds and buy a big tract of land to relocate poor squatters whose houses are now being demolished by the city government.

"I am a dreamer, and will never stop dreaming for a workable solution," he said.

In the same forum, Councilor Angela Librado, chair of the council's committee on women, children and family relations, said she is batting for the establishment of more reproductive health clinics in the city to help women, children and other groups who needs reproductive health assistance.

She said she is also supporting the idea of conducting an inventory of all city government properties so the city can determine how best to use them for the good of the people.
