Gov't losing millions in L300 terminal fees

THE City Government of Davao could be losing up to P4.5 million a month in uncollected terminal fees from operators of passengers L300 vans.

This was one of the findings of the City Council committee on enterprises and privatization headed by Councilor Liborio Lumain.

Lumain said that a random study made by his committee found that not less 1,000 passengers L300 vans leave Davao City to other parts of Mindanao mostly using privately-operated terminals usually found in the vicinity of the Davao City Overland Transportation Terminal at Ecoland in Matina.

He said 450 of these passengers are covered with franchise granted by the Land Transportation Franchising and Regulatory Board and are therefore operating legally.

Each passenger L300 van pays at least P150 as terminal fee to the privately owned terminals.

"This means that the city government is losing some P150, 000 a day or P4.5 million a month by default in not operating a terminal of its own to cater to passenger L300 vans," Lumain said.

He said the study also found that it is not true the L300 vans are operated by generals and other top military officers, active or retired.

"The drivers and terminal operators are just name-dropping so that law enforcers will not harass them," Lumain said.
