Galicia blasts 'summary killings' By Aurea A. Gerundio
DAVAO City Council Speaker pro tempore Emmanuel Galicia again urged the Davao City Police Office to present substantial results on summary killings of lawless elements.
Galicia lamented that individuals found with criminal records are summarily executed by the shadowy group called by media the Davao Death Squad or DDS, which has remained mysterious to the public over the years.
"Naay mga records gipagawas nga kaning mga taong gipatay mga kriminal apan dili man gyud maayo ang pagpatay kay naa man gyuy proseso nga ginahulagway ang balaod sa pagtratar sa mga kriminal. Kaning ingon ani nga klase nga hustisya grabe kaayo. Tungod lang nakasala patyon dayon (There are records proving that the killed people are criminals, but this isn't right because there is a judicial process that is supposed to deal with this. This kind of justice is too much. Just because they committed wrong, they get killed immediately)," Galicia said.
Galicia has called for the PNP to expedite investigation and intensify information gathering considering that their main reason for failure to identify the killers is the lack of witnesses to the killings.
"Usa pud nga katingalahan sa atong kapulisan kay kung pangutan-on muingon pud na wala pa gyuy resulta. Wala ma'y makuha pud na positibo na resulta kung kinsa gyud ang mga tao gahimo nianang pagpatay (The unusual thing with the police is when you ask them, they just say that there aren't any results yet. There have been no positive results as to who the killers are)," he added.
Galicia assured security for witnesses through the Department of Justice (DOJ).
"Ang DOJ na pud ang bahala sa kapuy-an ug uban pa nga kinahanglanun sa mga witnesses (The DOJ will take charge of the housing and needs of the witnesses)," he said.
Dili gyud mahimo nga magpadayon na lang ning pagpamatay sa mga ginatawag nga kriminal (The killing of criminals cannot continue)," Galicia said.
Earlier, the city council requested the DCPO for a report on the summary killings here and the actions being taken by the police but such reports have remained unavailable.
