Illegal collection in market exposed

ILLEGAL collection of parking fees from motorists at the Agdao public market was exposed Thursday by concerned citizen Pedro Salvador, a former councilor representing Davao City's second district.

In a written statement to Sun.Star Davao, Salvador said that parking fees are being collected by attendants of the "Yap-Aquino Group" up to now despite the expiration "a long time ago" of its lease contract with the city government.

Salvador said the contract, which was signed when he was still a member of the City Council, calls for the lease of the Agdao public market transportation terminal and allied services.

However, despite the fact that the contract is limited only to the terminal area, the Yap-Aquino group collect P4 as parking fee from motorists who park their vehicles in public areas of the market.

He said collecting parking fees outside the terminal is illegal and can subject people behind the Yap-Aquino group to criminal prosecution, including the market administrator if proved that he is tolerating the illegal activity.

Councilor Liborio Lumain had earlier started to look into the matter upon being informed of the questionable parking fee collection.

The contract itself had been debated upon heatedly in the Council before it was approved because some councilors believe that the market passenger terminal cannot be leased to a private group since it is "beyond the commerce of man." AMA
