Nograles bill to limit cosmetic surgery okayed By Christie Enriquez- Uayan
A BILL to regulate the practice of cosmetic surgery was approved Wednesday by the House Committee on Professional Regulation and Civil Service, chaired by Bohol 3rd District Representative Eladio Jala.
House Bill 5037 seeks to limit the practice of several skin care treatments, such as electrocautery, chemical peeling, sclerotherapy, liposuction, dermabrasion, acne surgery and Botox injections, among others, to properly trained dermatologists, or those who have finished a three year residency program approved by the Philippine Dermatological Society and Philippine Cutaneous Medicine.
HB 5037 also provides that serious anatomical procedures, such as liposuction, breast augmentation, and others, which are being offered by some salons and beauty centers in the country should also be done by accredited plastic and cosmetic surgeons only.
Citing the absence of qualified cosmetic and plastic surgeons in several facial care clinics and salons offering these services, Davao City 1st District Rep. Prospero Nograles, author of HB 5031, said: "It is government response to the mandate of the Constitution for the State to protect and promote the right to health of the people and instill health consciousness among them".
Nograles said there were reports of fatalities among patients who availed of tummy tuck or lipectomy, while some, who wanted to have their facial structures enhanced, got facial contusions instead.
In a position paper, the Philippine Dermatological Society through its head Dr. Sylvia Jacinto urged the government "to step in and penalize these offenders (untrained professionals) legally as a total deterrent to this illegal practice of dermatology to unsuspecting and gullible public".
Cosmetic surgery has become famous recently as more and more people are noted to undergo re-shaping and redefining normal structures of the face and body to boost self-esteem.
As a result, surgeries and skin care treatment salons have been sprouting like mushrooms.
