City needs to adjust property assessment

ASSESSMENT of the value of properties in Davao City needs to be increased as soon as possible, City Administrator Melchor Quitain said Wednesday.

Appearing as one of the guests during the regular Club 888 forum, Quitain admitted the city has not adjusted its real property assessment for a long time.

"Long overdue na ang pag increase ng assessment ng properties sa city but I don't know exactly when the city has not implemented an adjustment," he said.

Taxes to be paid by commercial and other forms of establishments in the city are computed based on the assessment table by the City Assessor's Office, which many local officials described as obsolete, dating back as early as the 1980's.

Quitain told reporters city councilors are amenable to the proposal to increase the evaluation of properties here, supporting an earlier statement made by Vice Mayor Luis Bonguyan.

Bonguyan said the city's lawmakers were about to approve the plan to implement a 20 percent across the board increase on all fees and charges imposed by the city but hesitated after the March 4 and April 2 bombings.

Meanwhile, Davao City Investment Promotions Center (DCIPC) Chief Roberto Teo, in a separate interview, said the proposal will definitely have "psychological effects on the businessmen here" but refused to categorically say if it will be advantageous or will serve as a burden to the city's traders.

Teo instead told reporters that in order for the city to dramatically increase the amount of its tax collection, more intensified measures need to be undertaken.
