Sta. Ana group meets Friday to modify MOA on port dev't

MEMBERS of the Task Force Sta. Ana will meet Friday to modify Section 15 of the memorandum of agreement (MOA) between the Philippine Ports Authority (PPA) and the Local Government Unit prohibiting the development of the Sta. Ana port by a third party.

This was according to Councilor Liborio Lumain, the proponent of the resolution to develop the Sta. Ana port into a premier investment headquarters and a major economic hub of tourism.

Based on the proposed MOA for the development, management, and operations of the Sta. Ana port earlier, the project is envisioned to develop Marina facilities intended for a yacht club, a five star hotel, a convention center and commercial buildings.

It is also intended to consolidate and integrate the regional offices of the National Government as well as multi-national locators like the Bureau of Internal Revenues (BIR), Immigration Bureau, Department of Labor and Employment (Dole), Agriculture, Commission on Election (Comelec), National Economic Development Authority (Neda), Statistics Office, Ombudsman and the like.

"So far, upat na ka organizations ang interesado mo-handle sa (four organizations are interested to handle the) Sta. Ana port development. There is the Palafox, Pacific Planners, Australian and Japanese groups. The PPA here is amenable to the proposal to allow a third party. Ang sa PPA head office medyo may problema (It's in the PPA head office that there's sort of a problem)," Lumain said.

Lumain added that the task force would also be discussing amendments of Section 5 of the MOA where PPA will be getting 10 percent share of the income of the port operations.

"If there will be improvements, the share could reach to 50 percent. We are really working out on this matter para masugdan na ang project (so the project can be started)," Lumain said. AAG
