Barangay official suspended for 'illicit' love affair

FOR bringing a married woman inside a motel room to "talk", a Panabo City barangay councilman was suspended for one month by the Office of the Ombudsman for Mindanao.

Graft Investigation Officer 11 Eline S. Esparagoza-Haw penned a five-page decision ordering the suspension of Dionesio C. Rufuela of San Pedro, Panabo City for disgraceful and immoral conduct.

The complaint was filed by Victor, (surname withheld) the woman's husband, before the Ombudsman.

Victor claimed that his wife Edna asked his permission last June 18 to go to Davao City to watch a movie. Having heard of rumors linking his wife to Rufuela, he decided to tail his wife.

The surveillance ended when he saw the two enter a room in Davao Annex Motel along J.P. Cabaguio Avenue in Agdao. He confronted the two.

Even when they were found inside a motel room, Rufuela denied having an illicit affair with Victor's wife in his counter-affidavit, although he admitted they are very close to each other.

He insisted they only intended to talk and had no intention of getting a room in the motel.

However, based on the evidence presented, the Ombudsman brushed off Rufuela's denials and ruled that he was guilty of disgraceful and immoral conduct.

The Ombudsman held that as a public official, Rufuela should have been more sensitive to his public image and shouldn't have chosen Annex Motel, of all places, to talk to Victor's wife if that was only what they intended to do.

The Ombudsman warned Rufuela that repetition of the same or similar act would be dealt with more severely.

Panabo Mayor Ray P. Gavina was also ordered to implement Rufuela's suspension and report the implementation to the Ombudsman within five days. RCB
