Quitain says no recall order yet for 32 workers By Aurea A. Gerundio
THE 32 Davao City Hall plantilla employees still have to wait until
December 31 this year on Mayor Rodrigo Duterte's directive to acting city administrator Melchor Quitain Davao regarding their recall to City Hall.
"Wala pa talagang directive from Mayor Duterte. Anyway, na-recall man 'yung mga plantilla employees na na-assign sa malayo kasi they have to submit a report of their program doon sa area of assignment nila," Quitain said Saturday.
Acting Human Resource Management Office (HRMO) chief Marcelino Escalada Jr. said the reassignment of the employees is, in fact, under the nine-year Community Resources Management Program.
Escalada said under the program, the reassigned employees are tasked to identify the problems and concerns by the people in the city's far-flung areas.
"Last July 31, the HRMO required the reassigned employees to submit a policy report, which the deadline is on December 31 this year, para malaman ng city government anuman ang problema doon. After that, wala pa'y decision kung i-recall na gyud sila sa dati nga positions nila sa City Hall," Escalada said.
The city government last week filed a motion for reconsideration opposing the Civil Service Commission's Order No. 2003-95, which resolved the reinstatement of the employees who protested their reassignments.
In a 17-page motion, the City Legal Office said the reassignment of some plantilla employees is for the best interest of the public because the intention in issuing the Special Order.
