2 Monkayo cops ordered arrested

THE Municipal Trial Court in Cities (MTCC) ordered the arrest of two policemen assigned in Monkayo, Compostela Valley, after they failed to appear in court for their scheduled arraignment Tuesday.

MTCC Branch 7 Judge Rufino Ferraris Jr. issued the arrest warrants against Sr. Inspector Alberto Lupaz and a certain SPO3 Padilla.

Lupaz and Padilla are charged with arbitrary detention before the MTCC based on the recommendation of Ombudsman for Military investigator Blas Tuliao.

The charges stemmed from the complaint lodged by Lorna Traya, of Zamboanga del Sur.

In her complaint, Traya claimed that at around 6 p.m. on March 8, 2002, a group of armed men fetched her from her house to go to Davao and informed her that her husband was killed in Diwalwal, Compostela Valley. Traya claimed she went with the armed group, taking her three-year-old son with her.

She narrated that around 9 p.m. the following day, they arrived at the house of the late Monkayo Mayor Joel Brilliantes.

Traya claimed that when she asked Brilliantes about the whereabouts of her husband, Brilliantes allegedly ignored her questions. Traya said they went to another house still belonging to Brilliantes the following day where three men allegedly guarded her closely.

On March 11, Brilliantes allegedly told her that they are going to Monkayo police station to report the alleged kidnapping of her husband.

Confused because she was told that her husband was already dead, she went with the late mayor but when she was about to leave the police station, Lupaz and Padilla allegedly stopped her. She was not allowed to leave the precinct from March 11 to 14, 2002.

Traya claimed that policemen monitored her moves and she was only able to escape after she tricked the policemen guarding her.

Ferraris also ordered the archived case to be revived upon the arrest of the two respondents.
