Dripping ceiling causes brouhaha in session By Aurea A. Gerundio
DAVAO City Councilors urged the City Engineer's Office (CEO) Tuesday to present to the Council the plans and specifications for the repair of the City Council building after City Councilor Isidro Ungab called the attention of the body on the water dripping from the ceiling Tuesday.
Ungab raised the concern during the privilege hours after he noticed water dropping Councilor Teresita Mata-Maraņon's seat in the session hall.
As expected, the dripping floored the council for a while as councilors took turns analyzing the water drops, its causes and its cost.
Councilor Emmanuel Galicia, who was the presiding officer at the time while Vice Mayor Luis Bonguyan is acting city mayor, said the problem should be brought to the attention of Bonguyan.
Councilor Victorio Advincula said the repair of the defects at the council building must be addressed soon adding that there is still P3.5 million left from the P7 million budget for the repair.
Advincula theorized that the dripping must have been caused by the on-going construction of the Council building's rooftop.
Councilor Bonifacio Militar, however, insisted the ceiling was also dripping even before the rooftop construction started.
Militar then segued to the rooftop construction saying that when the council approved a P7 million budget, it was for the repair of the council Building and not for additional construction.
Militar said that repair is different from construction.
In this regard, Ungab also urged the CEO to present the building plan of the council to find out whether or not the building can still bear having additional offices at the rooftop.
