PTCA treasurer gets jail term
By Raquel C. Bagnol

A FORMER treasurer of the Parents Teachers Community Association (PTCA) in a public elementary school in Agdao, Davao City was meted a maximum of five years imprisonment for absconding P18,466.75 from PTCA funds in 2001.

Judge Renato A. Fuentes of the Regional Trial Court (RTC) Branch 17 sentenced Gina Rose Abarca, former treasurer of the PTCA in Jose L. Porras Elementary School in New Salmonan, for estafa in a seven-page decision issued Tuesday. She was ordered to pay the same amount plus all the accessory penalties incurred.

Abarca pleaded not guilty when arraigned, but she failed to appear during the initial hearing but she was represented by her counsel.

Court records show that on October 24, 2001, PTCA president Benjamin Francisco requested the PTCA auditor to check the account and cash flow of Abarca.

Abarca submitted all the receipts, vouchers and all other documents for auditing, but it was found out that there was an initial shortage of P18,466.75 from the collections.

During the general assembly of the PTCA board members, Abarca admitted using the missing amount for the burial of her brother.

Fuentes also ordered Abarca to pay P18,466.75 in favor of the PTCA representing the amount she absconded plus all the accessory penalties incurred.
