MIG 11 claims are 'downright paranoia': Angging

DAVAO City Councilor Angela Librado said Friday the claim by a top-ranking official of the Military Intelligence Group (MIG) in Southern Mindanao that government money is being used to advance programs and plans of the communist New People's Army (NPA) is "downright paranoia."

Librado said the government does not indulge in activities of the NPAs.

"The government has to woo the people joining the revolutionary forces to return to the government. You woo them by giving concrete projects," Librado said.

Col. Allen Capuyan, MIG 11 chief, said the government funds are inadvertently used by the NPA in advancing their programs, especially in the rural areas.

He said this was made possible through various "people's organization" being funded or assisted by the government.

"There is high prevalence of people's organizations in the country now. Do you think it is by accident? Or is it part of a grand design?" Capuyan said.

He said even the common street protests are not just made as an avenue to express people's grievances, but as some sort of a preparation for the "grand takeover" being plotted by the NPA.

"They will not only seize power, but they plan to govern," he said.

Librado, meanwhile, suggested to the intelligence group to gather pieces of information, not just from its members, but from people within the community.

"They should listen to the people more. Well, if that is the recent intelligence report they gathered, it is not intelligent enough," said Librado, adding that she is not impressed with Capuyan's report.
