Owwa chief defends new omnibus policies By Christie Enriquez-Uayan
REFUTING earlier allegations that the newly drafted Overseas Workers Welfare Administration (Owwa) Omnibus policies are disadvantageous to the overseas workers, administrator Virgilio Angelo defended the policy adjustments in an interview, saying the new set of policies have given more clarity on the office's responsibilities and governing rules.
"For 22 years, we were like a ship without a captain because we have no Charter. So, I believe that the policies laid out now are geared towards better services by Owwa to its members and their families," he said.
Angelo explained that the new set of guidelines serves as the most important doctrine of Owwa, like the "Articles of Incorporation" of a private company.
Stated under the Owwa Omnibus policies are the guidelines of membership, services offered, investment budget and other entitlements, he said.
The Owwa Administrator also explained that the new policy which clearly states that membership of overseas Filipino workers (OFWs) ends upon the expiration of his or her job contract also "settles the issue for once and for all the effectivity of their membership" according to Angelo.
Before leaving, prospective OFWs are asked to pay $25 as a membership fee.
The length of employment service for work abroad varies, but most last only for a year.
He said the Omnibus policies are also geared towards the reintegration of OFWs and their families and relatives after coming back from working abroad.
"With the new policies, nabigyan ng sense of reason and science in terms of how the policies are administered," Angelo said.
