Cop exec, 2 others sued for mauling dad's staff By Raquel C. Bagnol
THE Office of the Ombudsman for Military has charged three policemen, one of whom is a top ranking police official of San Pedro Police Station, before the Municipal Trial Court in Cities (MTCC) for allegedly mauling a staff of a Davao City councilor inside the police station last June.
Deputy Ombudsman for the Military Orlando Casimiro charged Sr. Insp. Guinaid Dicay, PO2 Rogelio Doble and PO1 Ruben Iway for allegedly inflicting physical harm to Romeo Saberon Jr., of Bonifacio Street, Davao City on June 8.
Saberon is a staff of Councilor Wigberto Al-ag. Casimiro forwarded the charges of slight physical injuries against the three police officers based on the resolution penned by Graft Investigator Anafe Manlapaz.
The City Prosecutors Office dismissed Saberon's complaint for insufficiency of evidence against the three policemen.
But after reviewing the case, the Ombudsman for Military reversed the ruling.
Saberon claimed at around 3 a.m. of June 8, 2003, he was walking along C.M. Recto Street from his home towards a bakery to buy bread.
Saberon said that when he passed in front of a stool where Iway sat, the policeman allegedly scolded him and said: "Nganong diri man ka niagi (why
did you pass here)?"
Saberon claimed he apologized, but Iway allegedly twisted his nape and forced him to ride a police vehicle. He said he was brought to San Pedro Police station.
While at the station, Saberon said he told the policemen on duty that he was a staff of councilor Al-ag and pleaded to be released, but they allegedly ignored his pleas.
Saberon said he was not even allowed to call a lawyer. Saberon said Doble, who was the desk-officer that time, allegedly slapped him.
He claimed he was also brought to the Davao Medical Center (DMC) and subjected him to a liquor test, which proved negative.
From DMC, Saberon said the policemen took him back to San Pedro police station where Dicay allegedly punched his stomach and stuck his nape with his elbow, causing him to fall.
Saberon said the policemen even ignored his request to talk to San Pedro
police commander Chief Inspector Mathew Baccay.
He said he was only released from the detention cell at around 8 a.m. the following day by another policeman who pleaded not be included if he files charges. Saberon however failed to get the name of the policeman.
