Russian seaman arrested for child abuse
POLICE arrested a seaman of a foreign cargo vessel docked in Ilang, Davao City, for allegedly exposing his genitals in public, kicking a three-year-old child, and for refusing to pay his taxi fare.
Bunawan Police arrested Constantin Popov, a Russian national and seaman of MV Crystal, at around 8 a.m. last Tuesday.
Parents of three-year-old boy, a resident of Sicatoy in Ilang, filed the first complaint against Popov for allegedly kicking their child.
Further investigation showed that before he kicked the boy, Popov flashed in front of a lot of residents in Sicatoy.
He was very drunk at that time, witnesses said.
A Maligaya taxi driver also complained that Popov refused to pay his fare.
The driver said Popov hailed him downtown and asked to be brought to Tibungco.
Popov is now detailed at the Bunawan Police Precinct and may face charges for child abuse, alarm and scandal, as well as estafa. RCO
