Neda 11 exec defends RDCs
THE allegation hoisted by members of the academe on Wednesday, calling the regional development councils (RDCs) as mere "talking clubs", is unfair to all its members, an official of the National Economic Development Authority (Neda) official said Thursday.
Speaking on behalf of Neda 11 regional director Aurora Pelayo, senior economic development specialist Noel Quiratman said RDC is a talking club in the sense that discussions are made before the roadmap towards socio-economic development are formulated and implemented.
RDCs, he said, "are a coordinative body for regional plan and policy formulation" composed of local government unit executives, regional directors of the different government agencies, and representatives of the private sector.
"They talk but they discuss what's good for the region and these translate to policies, programs, and projects. There are working committees who undertake extensive analysis of issues raised," he said.
Philippine Institute for Development Studies (Pids) research fellow Eliseo Ponce on Wednesday's policy forum on Mindanao development issues, said the RDCs lack the authority and mechanism to insure that its projects are implemented.
"RDC is just like somebody with tied hands which do not have the power to say this should be followed," Ponce said.
He said Neda, which heads the RDC, should be given more power to source out funds for several development projects and monitor the proper execution of the activities. CEU
