Dads question bid to invite DCWD execs

TWO Davao City councilors doubted the validity of the council for the appearance of the board of directors of the Davao City Water District (DCWD) in the City Council session on July 13 for a legislative investigation on the firm's accountabilities, purchased properties and development plans.

The resolution sponsored by Councilor Danilo C. Dayanghirang was passed by 13th Council.

"I am not sure with the validity of the request. I think the resolution should be re-filed and adopted as property of the 14th Council just like in the case of the proposed public hearing for the fare increase," Councilor Emmanuel D. Galicia Sr. said.

Councilor Nilo G. Abellera, who is the proponent of the resolution requesting for a public hearing regarding the P1.50 fare increase during the 13th Council, echoed similar opinion saying the resolution concerning the DCWD board of directors have been placed in the archive of the previous council.

"Ang akong resolution bitaw i-refile na lang nako. The public hearing was supposedly scheduled on July 7 pero wala nama'y jurisdiction ang 13th Council so I will submit the same resolution na lang in the 14th Council," Abellera said.

Earlier, Councilor Peter T. Laviña submitted a letter to the office the Vice Mayor Luis C. Bonguyan, who is presiding officer of the council, questioning the proposed public hearing of Abellera.

"It is my understanding that the 13th Council has ceased to exist starting noon of June 30 and therefore, all pending proposed resolutions and ordinances owned by it are deemed archive," Laviña said.

Efforts were made by Sun.Star Davao to get the opinion of Dayanghirang but proved futile.
