Educ fund firm urged to bare status of plans

THE City Council of Davao urged the College Assurance Plans Philippines (CAP) to issue an official statement on the real status of educational plans of their clients.

The resolution authored by City Councilor Mabel Sunga-Acosta was passed under suspended rules Tuesday.

Acosta, chair of the committee on education, said she had received several inquiries already regarding the alleged unsettled accounts of the CAP-Philippines to various schools and universities.

Acosta did not require in her resolution any deadline for the CAP-Philippines to issue the official statement but she expected an answer as soon as possible.

"The management of the CAP is not yet giving appropriate reply regarding the issue. I have asked the management of the CAP to issue an official statement about the status of the educational plans they are holding right now, whether they can still shoulder the educational plans of their clients in the future, pero hanggang ngayon wala pang sagot ang CAP," Acosta said.

Acosta believes that it is imperative for the management of the CAP to give their commitment to fulfill its obligations to its plan holders.

Earlier, a number of parents and guardians of CAP scholars enrolled at the San Pedro College (SPC) crowded the CAP office along Anda Street this city after the school administration asked them to settle their accounts for the second semester.

In the letter, a copy of which was obtained by Sun.Star Davao, SPC president Sr. Aida T. Frencillo said that the CAP-Philippines was unable to pay the enrollment down payment of all CAP scholars in their school since the first semester of school year 2004-2005.

"All checks issued by CAP-Philippines for the first semester accounts of CAP scholars bounced twice due to insufficiency of funds. We had to require parents of CAP scholars to pay their accounts pending availability of CAP funds in order not to jeopardize school operations," Frencillo said.

The SPC administration required the CAP scholars to pay their accounts for the second semester by January this year.

The back accounts will be collected in three equal installments from January to March 2005.
