Dad bucks letting water district collect garbage fees

DAVAO City Councilor Bonifacio E. Militar questioned Tuesday the plan to deputize the Davao City Water District (DCWD) for the collection of garbage fees from different households.

"Why should we deputize the DCWD? Since the previous City Council, we've been asking the DCWD to submit their financial report but they have not submitted. How sure are we that when the DCWD collects garbage fees, they will remit the collection to us?" Militar asked.

Based on the proposed Local Revenue Code of Davao City, fees will soon be imposed at every household for the garbage collection.

Councilor Diosdado A. Mahipus Sr., proponent of the new tax code, said the monthly fee for the collection of garbage for every household will depend on its monthly income.

"Those households with low income will be charged P20 monthly for the garbage collection. Those belonging in the middle level will be charged P30 while those with high income will be charged P60," Mahipus said.

Mahipus said it is the City Government that will determine the households who will be paying the given fees.

Mahipus said the non-submission of the DCWD of their financial report to the City Council does not automatically mean they will be inefficient in collecting garbage fees.

Corollary to the passage of the proposed Local Revenue Code of Davao City, Mahipus said he will file a resolution to authorize the city mayor to enter into an agreement with the DCWD for the collection of garbage fees from different households in the city.

"In principle, representatives of the DCWD Board of Directors also agreed during a public hearing in December to obtain the responsibility to collect garbage fees," Mahipus said.
