Cop official blames escalating peace and order woes to poverty

MATI, Davao Oriental -- Outgoing Davao Oriental Philippine National Police (PNP) Provincial Director Catalino Cuy said that the number one cause on the escalating peace and order problems in his province is poverty.

"I no longer believe that New People's Army (NPA) rebels are going to the left because of ideologies," he said during his turnover ceremony held March 17.

Cuy observed that the rebels have found livelihood by staying on the left side because there is easy money in such position.

"Poor people are easily swayed to go against the government when their stomach is empty," Cuy said.

This, he said, as he bade farewell to his constituents who have worked with him for more than three years.

In those three years of service in the said province, the PNP has encountered crimes that rooted from robbery and the likes.

From there, he has seen how poverty experienced by the people in Davao Oriental could somehow affect the peace and order situation in the area.

In the case of the NPA members, Cuy believes that these groups would never be eliminated unless they'll be given enough government services and livelihood opportunities.

"No matter how many rebel troops will be beaten by the police and military forces, new groups will still sprout if poverty is very much prevalent in the society," he said.

Cuy was replaced by colleague Provincial Director Bienvenido Latag from Camarines to continue what has been started in Davao Oriental province.

Latag said that it would be easy for him to assume the post since both of them are classmates back in the military school where they have also shared one room for quite some time.

"It would be easy for us to exchange notes," Latag said.

This early, Cuy is not yet certain as to where his next command responsibility would be.

However, some high-ranking officials are thinking on the possibility of Cuy's transfer to the Davao City Police Office.

" I cannot confirm that as of now. Those are just talks. I am still waiting for my next assignment," he said. (MGevera/PIA)
