Davao, GenSan to get lawyers handling solely bomb cases By Aurea A. Gerundio
TO AVOID the dismissal of cases filed against suspects in bombing incidents, Davao City Mayor Rodrigo R. Duterte intend to get the services of lawyers who will be tasked solely to prepare criminal charges against bombing suspects.
The proposal is to have three lawyers for Davao and two for General Santos.
"Before charges will be filed in court, it should be reviewed and reevaluated by government lawyers to avoid legal problems," Duterte told reporters in a press conference Monday.
Duterte admitted there were technicalities that caused the dismissal of the cases against some suspects in the bombing incidents in the city in 2003. "All affidavits should undergo the lawyer's security," Duterte said.
The bombing incidents in March at the waiting shed outside the old Davao International Airport and in April near the entrance gate of the Sasa Wharf claimed 39 lives and injured 170 others.
Authorities in the city have made several arrests of bombing suspects. Cases were filed against the suspects also but most of them were dismissed.
Most of those dismissed were suspects apprehended by the Intelligence Service of the Armed Force of the Philippines (Isafp).
The latest were Daud Guinaid, Rio Dimson Managat, Abdul Rahman Camile and Manap Mentang, who were ordered released by Regional Trial Court Branch 12 Judge Paul Arcangel.
Earlier reports showed Arcangel dismissed the pending two counts of multiple murder with multiple frustrated murder charges against them after Isafp failed to substantiate its allegation against the suspects.
In the case of Mentang, the Isafp reportedly failed to authenticate its charges against him.
Camile and Mentang were allegedly members of the Bayan Muna.
Mentang and Guinaid were arrested in separate raids by the Isafp in Metro Manila last October 6 and 7, 2004 while Camile was collared in Panabo City last November 13, 2004.
Managat was apprehended on November 15 in Asuncion, Davao del Norte.
