E-card instead of gas purchase orders pushed

GENERAL Services Office (GSO) chief Marvin Melodias Monday proposed the use of an electronic fleet card for government employees to eliminate unscrupulous utilization of fuel allocation.

Melodias said there have been several instances wherein gasoline purchase orders (POs) are being used even for unofficial undertakings and unofficial vehicles.

He, however, refused to identify names and offices involved in such corrupt practices.

Melodias said the standard fuel consumption of government vehicles is 90 liters a week.

"Pero 'yung ibang offices sumosobra pa sa 90 liters ang consumption," he said.

Melodias said that under the proposed scheme, consumption of fuel allocations will be monitored and controlled because one electronic fleet card, just like the regular credit card or gift card, will be issued to a specific vehicle and cannot be used for any other vehicle.

Melodias said the government will be paying the card provider and the latter will then pay the gasoline stations where government vehicles are being refueled.

Melodias said the proposal is yet to be discussed by the Local Finance Committee at the City Hall.

"Sa present scheme kasi, when the gasoline stations bill us for the gasoline consumption, kinakaltasan na sa tax na binibayad ng gasoline station sa government.

The Accounting Office would like to know kung paano ang magiging sistema nitong proposed new scheme. Hopefully, the proposal will be approved," Melodias said.
