Industrial peace body created to address labor disputes By Jenny Molbog-Mendoza
TO FURTHER provide a forum for consultations among labor, employer, and government sectors in the formulation of labor and social policies, Davao City recently established its own Tripartite Industrial Peace Council (TIPC).
Department of Trade and Industry (DTI) 11 Legal Officer Lucky Siegfred Balleque said the creation of the council is also aimed at pre-empting labor disputes to worsen.
Late last year, City Council Committee on Labor and Employment Opportunities chair Councilor Peter Lavia passed a resolution, seeking for the creation of the local TIPC, following the labor dispute, which took place between the administration and employees of the Ateneo de Davao University.
"At least, if a certain labor case is still at a lower level, mahahanapan agad ng paraan para maresolba. May intervention agad coming from the local TIPC na mangyayari," he said.
Last week, stakeholders of the DCTIPC, which includes the DTI-11, Department of Labor and Employment 11, Davao City Human Resource Management Office, and Lavia, conducted their first organization meeting.
In the said meeting, they have discussed about the specific functions of the DCTIPC.
Among these are: to serve as an information network on labor relations issue and industry configuration in the area; to assist concerned agencies in the identification of industries or establishments with potentials for growth, as well as those which are likely to experience labor disputes; to undertake projects toward the formulation of tripartite views, policies, program proposals, and legislative proposals; to oversee and monitor the implementation of the Medium-Term Comprehensive Employment Plan of the city; and to play an active role in employment facilitation, generation, preservation, and enhancement of skills.
