LTFRB can't issue permits to colorum vans, Violan says

THE Land Transportation Franchising and Regulatory Board (LTFRB) 11 cannot issue a provisional authority for the owners of colorum vans to ply to and from Davao City while awaiting the response of the LTFRB head office in Manila on the request of Mayor Rodrigo R. Duterte.

LTFRB 11 Administrative Officer Edgar Violan said the regional office has to wait for instruction from the head office whether they should issue provisional authority.

Earlier, Duterte gave operators of colorum vans in the city until June 30 to apply for franchise of their unit at the LTFRB 11.

The mayor warned those who cannot acquire a franchise will be arrested and their units impounded.

Violan said the LTFRB 11 office had already forwarded Duterte's letter request to LTFRB chair Ma. Elena Bautista on June 3 the temporary lifting of memorandum circular no. 2003-028, which covers the nationwide moratorium in the acceptance of new applications/permits for the issuance of certificate of public conveyance except trucks for hire.

"The mayor pointed out in his letter the unfortunate situation that the passengers of these colorum vans would encounter if an accident happen. Ang concern kasi ni mayor ay sa mga pasahero. Wala silang mahahabol kapag may aksidente kasi illegal ang operation ng colorum vans," Violan said.

Violan said there are no less than 300 colorum vans in the whole region.

"Maghihintay lang talaga kami ng instruction from the head office. Hindi kami pwedeng kumilos on this matter kung walang instruction from the chairman," Violan said.
