Suspension order not penalty: police chief

SENIOR Superintendent Conrado Laza, former chief of Davao City Police Office (DCPO), Tuesday said the 60-day preventive suspension order issued by the Ombudsman for Military against him and three other precinct commanders is not a punishment because they have not committed any crime.

"Our suspension does not mean we are punished. We are just prevented from doing our duties and we won't be receiving salaries and allowances," Laza said in a press conference at the Grand Men Seng Hotel.

Also ordered suspended were: Chief Inspector Fillmore Escobal, former chief of the Sta. Ana Police Precinct; Chief Inspector Vicente Danao Jr., former chief of Talomo Police Precinct; and Chief Inspector Matthew Baccay, chief of San Pedro Police Precinct.

"If we will be dismissed from service because of this, so be it. We will just go back to our civilian jobs," Escobal said.

Danao, on the other hand, said that the Ombudsman is entitled to its own opinion.

"Nakikita naman ninyo ang accomplishments as far as my precinct (Talomo) is concerned. For the last three months, we have at least 96 percent crime solution
efficiency," Danao said.

Laza also called on the different human rights groups and the Coalition Against Summary Execution (Case) to help them instead in presenting witnesses to solve the killings instead of just condemning the police force.

"We are for the investigation of these killings. Help us solve the crimes," Laza said.

The Court of Appeals granted the 60-day Temporary Restraining Order (TRO) to stop the implementation of the suspension order, but Laza said they have yet to receive a copy of the TRO.

The four earlier filed a petition for certiorari questioning the 60-day preventive suspension handed down by Deputy Ombudsman for the Military Orlando Casimiro due to neglect of duty and incompetence in the performance of duty for their failure to solve the summary killings since 1998. (RCB)
