Olanonan mulls charges v. city officials

* But not aware what charges his lawyer is preparing to file


BELEAGUERED Robert E. Olanolan of Barangay 76-A in Davao City said Thursday he plans to file a case against three city officials for allegedly denying the legality of his chairmanship of the barangay.

In an interview, Olanolan insisted that he is still the legitimate barangay captain of Barangay 76-A and not Celso A. Tizon, who is now recognized by the City Hall.

Olanonan said he has instructed his lawyer to prepare the filing of charges against City Administrator Wendel E. Avisado, City Legal Officer Melchor V. Quitain and City Accountant Rizalina Justol.

Asked what charges they are going to file against the three officials, Olanolan said he has yet to consult with his lawyer. He said he was prompted to file charges as the City Government has continually denied his requests for a budget for the barangay.

He dismissed rumors that he will already step down to give way to Tizon.

"I will not step down until they can provide the legal documents declaring Tizon as the legitimate barangay captain," Olanolan said.

Olanolan said his requests for budget appropriation from the City Hall have been denied since April 1 this year.

"Dili pa man final and executory ang decision sa Supreme Court pero wala na gi-honor sa (The decision of the Supreme Court is not yet final and executory but my chairmanship is no longer honored by the) City Administrator, City Legal Officer og ni Justol. Anytime this week, magfile akong abogado og kaso (my lawyer will file a case) against them," Olanolan said.

On Tuesday's meeting between Mayor Rodrigo Duterte and barangay captains at the Grand Men Seng Hotel, Tizon represented Barangay 76-A.

Olanolan said he was not invited to the meeting. However, he claimed to be the one representing as chief of their barangay in a meeting with all first district barangay captains later on the same day.

He said the meeting he attended was called for by First District Representative Prospero Nograles.
