Overhaul causes confusion at Civil Registrar's office By Aurea A. Gerundio
IT WAS a day of confusion at the local Civil Registrar's office following the revamp order issued by City Mayor Rodrigo R. Duterte effective August 1 that saw the office employees refusing to work and attend to people who needed their services.
"Ang memorandum man gud kay effective today ang nakasulat," one plantilla personnel tried to reason out to Human Resource Management Office (HRMO) chief Marcelino P. Esacalada Jr.
Escalada, however, insisted that employees affected by the revamp have to continue their functions until their replacements formally take over.
Meanwhile, the people transacting business at the LCR office were complaining because the LCR personnel reportedly refused to accept applications for individual registration.
Leonila Tee, 40, of Tugbok district, said she had to scrounge for money just to be able to go downtown and transact business with the LCR and all for nothing.
"I arrived here only to be told that they are not accepting application for registration as they are merely attending to document releases because they are very busy. That means I just wasted my money for fare in going here," Tee said.
