THE new City Council building of Davao is cursed. The multi-million peso edifice had so many structural defects it started to leak even before the last layer of paint dried off.

The leak wrecked havoc on the second floor where the legislative department offices and the City Council session hall are located. The structural defect could only happen if the standard is not met and this is only possible when the builder have to cut on cost. Sub-standard performance happens when the contractor have to give commissions to xyz.

Ay there's the rub. Is it poetic justice that the massive leak hits the legislative offices first? Before this controversy over the housing permits paralyzed the City Council, the councilors could not decide what to do with the roof deck leak. Ordinarily, a leak can be patched up with vulca seal or sahara cement. There's an even more efficient sealant now called thoroughseal, or so it sounds. The other two cost not more than P100 per big can or bag while the latter is a little less than P500 per gallon. The council leak is costing millions so you can surmise that it's not a leak they are repairing, it's the entire roof deck they are replacing.

It stinks. I don't know whose stupid idea is it to put up another structure on top of the structural defect. It's like a bridge over a damaged bridge which government engineers are experts in. I don't know whether the councilors will set aside millions of taxpayers money to fund that scam.

Meantime, the fallout from the Sanggunian has reached the Local Civil Registrar's Office. I didn't know that the LCR can be a possible source of corruption. It's one of the busiest offices in the City government where people are transacting business every minute of the day. The processing of documents at the LCR is quite transparent I am surprised there are anomalies taking place as alleged. With so many eyes looking it takes guts to attempt at any shady deals. They have computerized the system too and that practically reduces possible area of fraud.

If something is happening at the LCR, I am sure it is quite petty compared to what is happening upstairs. However, since City Hall is on a clean-up drive, how about looking at the garbage collection? It looks like we are paying so much on garbage trucks when the collection efficiency is wanting. In Guadalupe Village where I stay, it takes over two weeks for the garbage truck to come around. If you think that's bad enough, think again. We have to call the City Cenro, which is in charge of garbage collection to send us a truck before our garbage can be collected. I think this stinking garbage business is the worst of all.

Yet, I am told there's a lot of money involved here.
