Davao City workers may get 10% pay hike By Aurea A. Gerundio
THE 10-man joint committee, created by Davao City Government's executive and legislative departments, will recommend to Mayor Rodrigo R. Duterte a 10 percent across-the-board wage increase for all City Government employees.
Councilor Bonifacio E. Militar, a member of the committee and chairman of the committee on finance, said in an interview Thursday that the wage increase would take effect next year if the city mayor approves the proposal.
He said an estimated amount of P90 million would be included in the 2006 budget calendar for this purpose.
Records from the Human Resource Management Office showed the City Government employs at least 6,000 workers, including those with plantilla positions, under contract services, and job orders.
In June this year, Councilor Angela Librado-Trinidad also proposed a wage increase for all regular and contractual employees of the City Government.
Trinidad believes city workers are eligible for wage increase.
In fact, Trinidad said, the City Government is eligible to increase salaries of its regular and contractual employees by P3,000 monthly, citing records from the City Budget Office showing that the City Government has not yet exceeded the maximum allowable cost of personal services (PS).
The PS, Trinidad explained, include the appropriations for the payment of salaries, wages, and other compensation of permanent and temporary employees.
She said the maximum allowable cost of PS is 45 percent of the city's regular income.
"The city's PS limitation for 2005 is pegged at P894,863,895. The total PS budget for this year is P602,284,685 or equivalent to 30 percent of the city's regular income. This means that there is still an allowable 15 percent or P292,579,210 that can be used for PS cost for this year," Trinidad said.
