Councilors reject water rate hike

THE City Council of Davao on Tuesday unanimously approved a resolution opposing the 30 percent water rate increase to be implemented by Davao City Water District (DCWD) in September.

Councilor Angela Librado-Trinidad, author of the resolution, said that although the City Council had already passed resolutions expressing opposition on the water rate increase, the scheduled implementation on September 2 bears another scrutiny on the part of the legislative body.

In a privileged speech, Trinidad said the 30 percent water rate increase is utterly unacceptable and grossly insensitive in the light of the economic and political crisis of the nation.

"If the government is saying that it cannot stop the oil price increases of the country's Big 3 given that the industry is deregulated, we are all the more called upon to marshal our efforts to check state-controlled utilities so that it should work and serve our constituents effectively and reasonably," Trinidad said.

But Councilor Danilo C. Dayanghirang believes the last recourse to stop the implementation of the 30 percent water rate increase is to go to court and file for a temporary restraining order.

"We have done our part in the City Council to stop the increase. We have passed several resolution for this matter. Nabalewala lang pati ang 13,000 na pirma ng mga tao against the water rate increase. An increase of 30 percent is too much. Ten percent may be good enough," Dayanghirang said.

Earlier, Dayanghirang expressed dismay over the approval of the water rate increase by the Local Water Utilities Administration (LWUA).

Dayanghirang believes the LWUA, which is Manila-based, did not really understand the sentiments of the city residents against such increase. (AAG)
