Tax body uncovers P70B under-declared sales
* BIR can now capture data on business establishments and professionals who are not issuing valid receipts and invoices
INTERNAL Revenue Commissioner Jose Mario C. Bunag said the Bureau of Internal Revenue (BIR) has uncovered P70-billion under declared sales, which translate to about P7 billion total collections in 2004.
Bunag, together with Finance Secretary Margarito Teves, Trade and Industry Secretary Peter Favila and other senior officials of the Departments of Agriculture, Energy and other concerned agencies of government were in Davao for the 1st leg of the launching of the nationwide Reformed Value-Added Tax (RVAT) Law Domestic Roadshow at the grand ballroom of the Davao City Trade Convention Center on August 29.
Bunag said BIR has been applying various systems that could capture data on business establishments and professionals who are not issuing valid receipts and invoices.
"Using these systems, Davao Revenue District Officer (RDO) Evelyn Sardido (whom I have given authority) was able to collect millions of pesos from professional doctors for tax deficiencies," Commissioner Bunag said.
"Evelyn has the 'will and the guts' to notify professionals like doctors (of their tax deficiencies) which happened for the first time in Davao. I would institute the same system to other RDOs in the country and hope that they too will have the same sense of determination (as Evelyn's) and help the government," he said.
"RDO Evelyn, who was only exercising her duties and functions, is now facing a case filed by some 34 doctors. We hope that professionals and other sectors that are 'hard to tax' will be able to understand that BIR is only doing its part," Bunag added.
He explained the current systems and technology being used by the BIR. One of these systems curtails non-declaration of business sales addressed by cross-referencing and reconciling the return information with the Third Party Information data taken from the Summary List of Sales, Purchases and Importation submitted quarterly by VAT taxpayers. This is the Reconciliation of Listings for Enforcement Project (Relief).
Another method is the electronic raffle of receipts and invoices to encourage habitual demand for and issuance of receipts.
"Through this program, we had captured data on business establishments and professionals who are not issuing valid receipts and invoices," he said. (PIA/Rpalacio)
