Womynet intensifies info drive v. violence on women
WOMYNET executive director Sis Josephine Bacaltos said barangay captains and kagawads have to know their responsibilities in implementing the Anti-Violence Against Women and Children Act, or face penalties up to P10,000.
In a symposium-seminar held at the Davao City Water District Training hall in Madapo hills regarding the implementation of the said Act, former Judge Adoracion-Cruz Avisado said the law is now in full effect and every barangay officials should know their own responsibilities.
Attended by barangay captains, purok leaders, and other non-government organizations, Avisado stressed the importance of the law and warned barangay officials of penalties sanctioned under the law if they fail to perform their mandated task, roles, and responsibilities.
The law states that any barangay official or law enforcer who fails to report incidents of violence against women or children should be liable for a fine not exceeding P10, 000 or whatever criminal, civil or administrative liabilities are applicable against them.
It further states that barangay officials and law enforcers must respond immediately to a call for help or request for assistance or protection of the victim by entering the dwelling, if necessary whether or not a protection order has been issued to ensure the safety of the victim.
Barangay officials and law enforcers should arrest the perpetrators even without a warrant when any of the act of violence defined by the law is occurring or when he or she has personal knowledge that any act of abuse has just been committed and there is an imminent danger to the life or limb of the victim.
