Long debates delay okay of housing permits: councilor By Barbara Carla R. Quiero
DAVAO City Councilor Emmanuel Galicia said Tuesday the delay in the approval of housing-related clearances and permits should not be blamed on the City Council committee on housing, rural and urban development that he chairs.
Galicia rather said the delay is attributed to long discussions of items not even in the agenda during the City Council plenary session.
He said his committee has been conducting almost daily hearings on applications for Preliminary Approval and Locational Clearance (PALCs), Development Permit (DPs), and alteration plans.
"We dispose of PALCs and DPs before the days allotted by Executive Order 45," said Galicia.
Under the executive order, the local government unit is given 30 days to dispose of applications for housing-related certification, clearance or permit.
Galicia also urged the cooperation of all members of the council that if there are items that cannot avoid council debate, they could at least shorten the discussion to give way to other agenda matters.
"Ang mga privilege speech, i-shorten unta, unya i-avoid na ang privilege speech nga usahay mahimong issue of debate, mahimong lantugian ug dugay," he said.
Galicia added that the developers are complaining about the delay in the approval of clearances and permits.
"That is the root of their primary concern, hinay lagi daw ang pag-approve sa ilang mga DP ug mga PALC, mulo na nila," Galicia said.
When asked if the delay of the approval of the permits is a factor in the alleged mulcting of subdivision and housing developers by some councilors, Galicia said he cannot be privy to the issue since he himself has not personally experienced it.
The committee on ethics and good government, chaired by Councilor Leonardo R. Avila III, conducted an inquiry on August 3 on the alleged delay in the issuance of housing development clearances and permits and the alleged mulcting of housing developers by some councilors.
A resolution was approved on November 30 and endorsed to the Office of the Ombudsman-Mindanao for investigation, prosecution, and imposition of appropriate sanctions on public officials and employees liable for the alleged mulcting of subdivision and housing developers.
This is in relation to the issuance of housing-related clearances and permits, and the alleged pre-selling of house and lot units by some developers, prior to the issuance of necessary clearances, permits, and licenses.
