Transaction manual to make fixers irrelevant
THE newly-launched Citizens Transaction Manual (CTM) will make fixers irrelevant, said Davao City Councilor Leonardo Avila in his speech during the 536th DCL breakfast forum at Grand Men Seng Hotel last Friday.
Avila made the spontaneous remark as a rejoinder to the statement of Councilor Emmanuel D. Galicia on the clamor of businessmen and private citizens urging the City Council to prohibit the operations of fixers in government offices.
Galicia said he would include in the agenda for first reading in the next regular session the requests to prohibit fixers.
Avila, in the meantime, added that the introduction of the CTM would educate the public on the day-to-day operations and procedures of transacting business with concerned government offices.
He said this in effect minimizes the incidence of corruption as the transaction manual would also accustom the transacting public to government procedures.
Avila added that the manual would also raise awareness among public servants their accountability and transparency of dealing with the public.
He also identified three of the busiest government agencies with the highest number of transactions daily namely the Business Bureau, the Civil Registry, and the City Engineers Office. (PIA)
