Councilor rues state of having no committee
By Barbara Carla R. Quiero

COUNCILOR Victorio S. Advincula accused some of the present majority bloc in the Davao City Council of wasting people's money for not assigning committees to some city councilors.

Advincula said Vice Mayor Luis Bonguyan lead the reorganization in mid 2005, which caused six councilors, including him, their chairmanships.

The reorganization was effected amid a scandal about mulcting allegedly done by councilors and victimizing subdivision developers.

"It's a waste of our capacities and capabilities as veteran legislators to not be able to contribute good legislations for Davao City," Advincula said.

Advincula said that when he was still the majority floor leader, every councilor had his or her own committee.

"They're not the ones affected. It's the people who elected us into office who are denied of our experience, capability, capacity to be able to be utilized by the council," he said.

According to him, some councilors are handling more than one committee.

"You know human capacity has its own limit, some of them (councilors) are overloaded. But I cannot fault those who have more than one committees because those are the committees assigned to them, some of their members there, gasunod-sunod lang mana sila, they are not really part of those who are planning strategies," he said.

As of today, eight councilors are handling more than one committee.
