Gov't agency stops accrediting training groups
THE Civil Service Commission will no longer accredit training institutions, whether from the public or private sector, for purposes of providing training and development services to government agencies.
But accreditation previously granted to training institutions remain valid until December 31, 2007.
In a letter, signed by CSC XI director Annabelle Rosell and addressed to PIA assistant director general for South-Central Mindanao Efren Elbanbuena, the former requested the assistance of the PIA to widen the dissemination of information on the advocacy drive of the CSC.
The CSC has been implementing an accreditation program for training institutions for their course offerings or training programs to be credited as part of complying with the training requirements set for in the Qualification Standards for the appointment and promotion of personnel in government.
Training along with education, experience and eligibility, are requirement that must be met for appointment to permanent posts in government.
The termination of the accreditation program is in line with the broadening of the scope of what may be considered as relevant training. Under the Revised Polices on Qualification Standards, human resource development or non-formal interventions such as coaching, mentoring, and job rotation are considered part of training for as long as these are relevant to the position.
Meanwhile, the CSC reiterates its call to agency heads to "ensure that the training requirements in the Qualification Standards manual are met and validated when issuing appointments."
CSC likewise reminds heads of agencies to continue to provide at least one human resource development intervention per year relevant to the training needs of their respective officials and employee.
