Scavengers look for stuff that they could still sell from a garbage dump along C.M. Recto Street, Monday evening. For some reason, garbage in this area, are not placed neatly inside the numerous garbage bins provided by the city. Whether the councilors would admit responsibility for the project or not, it would still represent what this batch of legislators have done. Congratulations to the graduates of 2006!
