Legal office told to probe loans racket

CITY Administrator Wendel E. Avisado has directed the City Legal Office (CLO) to investigate the alleged falsification of documents by four Human Resource and Management Office (HRMO) employees to enable persons to take out salary loans more than they are entitled to.

The order came right after HRMO chief Marcelino P. Escalada submitted a detailed report about the allegation on Wednesday morning.

The detailed report, Avisado said, will be the basis of the CLO's recommendation to Mayor Rodrigo R. Duterte for final action and decision.

Avisado, in a letter dated March 29, endorsed to City Legal Officer Melchor V. Quitain the detailed report, affidavits, and other pertinent documents in relation to the preliminary inquiry made by HRMO on the "alleged irregularities and violations of existing laws and regulations committed by some HRMO personnel."

"We request that a formal and comprehensive investigation be conducted by the office because there are certain processes that we need to undertake to find out what is the truth," Avisado said in an interview Thursday.

The CLO, Avisado said, received the endorsement letter at 4:45 p.m. on the same day.

"Today, I think nagsugod na sila ug (they have started to) investigate. This will be a full blast investigation," he said. (BRQ)
