Cha-cha not a guarantee of good gov't: councilor
WHILE some advocates of Charter change (Cha-cha) claimed that constitutional change would bring about policies that would be good for the country and the Filipinos, City Councilor Emmanuel D. Galicia says otherwise.
Galicia said Cha-cha, which advocates a parliamentary form of government, is not a guarantee that the country would have a good government.
"It is not the change of persons but, a change in person. It is not a guarantee that the government would be good if we change the people in our government. It will depend on the members of the parliament," Galicia said Thursday.
"We'll try (parliamentary form of government) because who tried the same form of government became successful," he said.
In a parliamentary form of government, he said, the country can save money because there will no longer be presidential elections and parliament members can change the prime minister who will replace the president anytime through a "no-confidence" vote. (BRQ)
