Council cuts number of committee members to 5

TO ENSURE the presence of a quorum during committee hearings, the City Council has lessened the number of committee members to only five, with three members already constituting a quorum.

The City Council, during a special session conducted solely to tackle amendments of council rules Wednesday afternoon, amended Rule 6, Section 25.

Rule 6, Section 25 states that, "the Council shall have the following standing committees organized, each composed of seven members headed by a chairperson and assisted by a vice chairperson provided that the presence of five members during meetings and hearings should constitute a quorum to conduct business.

Galicia said during committee hearings, it is difficult to establish a quorum, as some councilors do not attend the hearings.

"With seven, it is difficult to reach five in order to have a quorum. Sometimes the committee hearing is postponed for lack of attendance by members. What is supposedly right is that the councilor themselves would join and not just a representative," he said.

During the session, Galicia said, they were able to amend rules 6 to 11. Some of the rules, he added, were adopted and the rest only have minor changes.

Galicia said he has scheduled the amendment of the remaining 19 rules for the next regular council session on Tuesday.
