Davao Oriental board members condemn memo v. colleague
THE Provincial Board of Davao Oriental condemned the issuance of a memorandum by the Department of Interior and Local Government (DILG) ordering the implementation of the Ombudsman dismissal order against their colleague Ma. Consuelo Palma Gil.
In a resolution sponsored by Efren Suzon, the board branded the DILG memorandum issued last April 18 by Undersecretary Wencelito Andanar as "hasty, erroneous and irregular".
The resolution said Andanar "took cognizance of the case despite the fact that the DILG was not specifically ordered by the Ombudsman to implement the dismissal order as it has yet to resolve the pending partial motion for reconsideration filed by Palma Gil".
The lawmakers added that the DILG memo is merely procedural and could not affect the substantive rights as it would be a violation of due process.
The April 18 memo of Andanar was however recalled by another memo from the same official dated May 10.
The Provincial Board said the issuance of this latest memo "only proved that there was haste, irregularity and error in judgment in the issuance of an order by Undersecretary Andanar".
"This honorable august body strongly condemns the acts and directives of Undersecretary Andanar," stated the resolution.
The Ombudsman dismissal order against Palma Gil for allegedly hiring ghost employees became controversial due to the sudden involvement of the DILG in the scene. (BOT)
