Revamp looms at City Hall

A REORGANIZATION of department heads and employees looms at the City Hall, in an attempt to make City Hall offices more responsive to the needs of the public.

City Administrator Wendel E. Avisado said it has been agreed during Monday's meeting of department heads that they will assess the strengths and weaknesses of the different departments and offices at the City Hall.

Avisado said each department head will review the mandate and functions of their department, including its manpower resources.

"From there we can look into how we can make the structure more responsive with the least problem on manpower expense. And in line with the trend, if possible, reinventing, restructuring, reengineering our different departments and offices," Avisado said Monday.

Avisado said the last time City Hall had reorganized its departments was in 1996.

According to him, after 10 years it's already high time to review the government structure.

He said there have been proposals and suggestions to create a separate housing department, creation of a department of public safety, a separate department for investment and tourism.

"We believe the local government unit should be dynamic and be updated with present day realities. Not that you have to insist your structure even if it is no longer responsive," Avisado said.

Mayor Rodrigo R. Duterte, he said, have also instructed them to look for ways to respond to the burden of its employees who are assigned to government offices far from their homes.

For this, Avisado said, they are looking into reassigning employees to city government offices that are near to their homes.

"One action that we have taken into is looked into the possibility in placing the people in stations nearest to their residences so that they will not be not burdened with having to do with two rides, three rides just to reach their offices," Avisado said.

Avisado said there have also been efforts from the City Council committee on government reorganization chaired by Councilor Louie Villafuerte with respect to the possibility of either undoing or creating new positions and departments.
