Food agency addresses impact of soaring oil prices

NATIONAL Food Administrator (NFA) Gregorio Y. Tan Jr. instructed NFA heads to actively implement the rice exchange program in response to President Gloria Macapagal-Arroyo's order for the NFA to mitigate the effects of the recent increase in fuel prices.

Tan said he has instructed all NFA heads throughout the country to implement measures to address increase in fuel products so as not to affect prices of rice in the market.

One of this measures in mitigating fuel price increase is the NFA's rice exchange program that involves the use of locally available well-milled rice stocks for distribution from surplus to deficit provinces without physically moving the stores to help private sector market their stocks efficiently and at lesser cost.

The rice exchange program of the government also involves an exchange scheme where the private sector, including NFA-licensed grains businessmen, may deposit their well-milled rice in a designated warehouse in one province and withdraw the same quality stock in any NFA-designated withdrawal areas or warehouse.

Identification of depository warehouses shall be based on the availability of storage space in rice-producing areas without compromising the agency's rice requirements in the area for the given period.

Withdrawal areas will be determined based on the availability of rice stocks that will be sufficient to accommodate the requirements of the winning bidder or bidders.

In Davao City, NFA assistant manager Ramon Cangrejo said the agency has stepped up its rice distribution and strengthened the Tindahan ni Gloria outlets especially in the far-flung areas to be able to serve barrio people and provide government rice at lower costs which is pegged at P14.00 per kilo.

NFA is also closely coordinating with other concerned government agency to at least monitor the possible increase in rice products in the markets.

Monitoring rice prices would help prevent speculations on the supply and prices of rice, he said.
