Senior citizens' office in dire need of funds

DAVAO City Councilor Leonardo Avila III is requesting the local finance committee to allocate P1 million as fund for the Office of the Senior Citizen's Affair (Osca) to be included in the proposed P363,618,914.89 Supplemental Budget (SB) 1 of 2006 as this office has not been given funds in the 2006 annual budget.

"We have been requesting for the funding since last year but even at the SB 1 it is not included," Avila said during the committee hearing of SB1 at the City Council session hall Friday.

Avila said three senior citizens have been recommended to chair Osca but Mayor Rodrigo Duterte is hesitant to sign the appointment since the office lacked the funding for its daily operations.

City Budget Officer Yolanda C. Tablizo, who is a member of the local finance committee, said during the hearing they would look for a source of fund.

"We will take this up back to the committee to be included in the SB 1," Tablizo said.

Earlier, City Administrator Wendel E. Avisado said the total request for a supplemental budget is P1.4 billion but since there is limited budget, the proposed SB1 only amounted to P363,618,914.89.

The SB1 is intended to argument the city government's general fund, development fund and the economic enterprises particularly the operation of markets and slaughterhouses.

Avisado said a total of P346,476,914.56 will be appropriated for general fund and P28,753,298.97 for development fund.

Avisado said SB1 is sourced from the P44,080,614.5 million 2005 surplus, P5,387,500 million un-appropriated balance, P708,800 reverted fund and estimated revenue out of the amended revenue tax code, which is P296,300 million. (BRQ)
