Human rights agency gets software for database of cases

ACCESSING credible information on human rights violation will no longer be a problem with the Commission of Human Rights (CHR) launching of the Martus 2 Project in the Davao region.

CHR chair Purificacion Valera-Quisumbing said Martus, the Greek word for "witness", is a software tool that allows its users to access information of incidents of abuse and document them at the software by creating bulletins.

Quisumbing added that Martus project will increase the quality of information within the CHR through a tighter integration of the software.

"Martus is a way of allowing people witness human violation, sa isang pindot lang, you have access to human rights cases," Quisumbing said during the PIA press conference at the Marco Polo Friday.

The most important function of Martus in the operation of CHR is to have true data on events of human rights abuses, she said.

"We want to go beyond numbers, kasi number alone is propaganda, we want to know the names at the back of the numbers and what is the status of the cases, whether it has been solved or not," Quisumbing said.

Quisumbing said the goal of CHR for the next two years is to achieve credibility, competence, and connectedness or the 3Cs.

According to her, access of information using Martus 2 will be beneficial not only to the CHR but also to other parties concerned since the evaluation of the project, during the Phase 1 of the project, has strengthened the capacity of CHR and human rights advocates to generate, accept, and transmit reports of human rights violations.

Quisumbing added that the Martus project will strengthen the capacity of Mindanaoans, where human rights violations is rampant, to identify, process and respond to human rights violations.

Martus is developed by Benetech and funded by the Asia Foundation.
