Official urges planning office to review zoning ordinance
IT'S about time the City Planning and Development Office (CPDO) recommend the review of the 1996 Zoning Ordinance, considering that it is already 10 years old, City Administrator Wendel E. Avisado said Monday.
Acting CPDO assistant coordinator Cesar M. Dataya said the zoning ordinance should be reviewed every five years as provided in the ordinance.
However, he said it has already been 10 years and yet the ordinance has not been reviewed.
Dataya said a team should be formed that will review the zoning ordinance to make the ordinance abreast of the current time.
Avisado, however, said the initiative should come from the CPDO.
"We will await the recommendation of the City Planning, especially the designated zoning administrator because that is primarily their responsibility," Avisado said.
Avisado said after a recommendation is being made by the CPDO, they can pass a resolution to the City Council requesting for a review of the said ordinance.
"And through an Executive Order, the mayor can designate a review committee to come up with a corresponding review and recommendations to the ordinance," he said.
Avisado said he agrees with Dataya that the zoning ordinance should be reviewed and updated.
According to him, there is a need to introduce the recent result of the terrain analysis to the ordinance.
City Councilor Emmanuel D. Galicia said there is a need to review and update the zoning ordinance with the city's growth, increasing number of investors and population.
"If we look at our zoning map, it will no longer be reliable with the current situation," said Galicia.
According to him, there are considerable number of lots nowadays that have been reclassified, from agri-lands to commercial, industrial, residential or the other way around.
The zoning ordinance is a regulatory measure, which is enacted to identify the various land use districts or zones, designates the allowable uses.
It also prescribes physical and performance standards based on the approved general and urban land use plans as reflected in the Comprehensive Development Plan of the city in order to achieve the development goals, objectives and policies as contained in the said plan. (BRQ)
