Cabling is most tardy in council

CITY Councilor Ricardo Cabling has logged in as the most tardy among the 26 councilors for both second half of 2005 to first half of 2006.

Based on the report, from the month of January to June this year, Cabling was listed to have missed the roll call 10 times.

Second to Cabling is Councilor Angela Librado-Trinidad with eight late attendances. She is followed by Councilor Mabel Sunga-Acosta with seven and Councilor Dante L. Apostol with six.

Cabling missed six roll calls in the second half of 2005, tying with Trinidad.

They are followed with Acosta with five late attendances.

Councilors who were never late for the first half of 2006 are councilors Nilo G. Abellera, Leonardo R. Avila, Gerald B. Bangoy, Pilar C. Braga, Domingo G. Dalodo, Emmanuel D. Galicia, Peter T. Laviña, Amilbangsa T. Manding, Paz C. Mata, Nenita R. Orcullo and Vice-mayor Luis C. Bonguyan.

In a phone interview, City Council Human Resource and Management Section head Nilda Magno said once the name of the councilor is called at the roll call and he or she fails to acknowledge the call, the councilor is already considered late.

In terms of absences, on the top of the list is Councilor Danilo C. Dayanghirang with three for the first half of 2006.

Dayanghirang is followed by Apostol, Avila, and Dalodo with one absence.

The rest of the councilors have perfect attendance except for cases such as official business, Special Privilege Leave, and Vacation Leave.

Compared to the second half of 2005, from July to December, Laviña and Orcullo have the most number of absences with two. They are followed by Councilor Wilberto C. Al-ag and April Marie Dayap with only one absence.

In terms of passed resolutions and ordinances at the committee, Zozobrado and Galicia, who chairs the council committee on rules, privileges, laws and ordinances, topped the list with 97 resolutions although with only one ordinance from January to July, this year.

Galicia and Cabling, who chairs the council committee on housing, followed with 51 resolutions and 12 ordinances.

In terms of individual performance, Zozobrado has the most number of proposed resolutions with 107 and 15 ordinances. He is followed by Galicia with 56 resolutions and 11 ordinances.

Militar conducted the most number of committee and public hearings with 21, taking up a total of 77 items. He is followed by Cabling with 20 hearings, taking up 46 items. Third is Galicia with 15 hearings, taking up 47 items. (BRQ)
